Did you run the diagnostic through the start up BIOS? If it can't get any further than that then it sounds properly buggered.
Google the error codes for the hard drive diagnosis or give a specialist PC repair shop a call and let give them the error codes. If it's a solid state hard drive, then I'm not sure it there's anything that can be done, but if it's and older one which uses a rotary style drive, then you might have more luck.

Not sure how you get data off a hard drive if its knackered, but I'm sure the tech whizzo on Spooks managed it. If you decide to bin it make sure the hard drive & data is totally trashed before binning it so nobody can access any data. I had heard a kettlebell is good for smashing up laptops.

Sometimes boot sector of the HD gets fucked but you can still use it as storage in an enclosure. Got a couple of drives that won't boot but store ok.
