There's all this talk about how to let Honda and Yamaha have concessions despite them not meeting the rules for it.
How about we just go back to unlimited testing and unlimited development during the season? We have more decent riders than bikes at the moment so maybe that takes care of having decent test riders?

Restricting testing was a cost reduction exercise and concessions were introduced as way to encourage new or returning manufacturer's. As far as I'm concerned, if Honda and Yamaha don't meet the requirements for concessions then tough! The quality of the test riders is inconsequential and shouldn't be a factor in any rule changes IMO.

I don't think the engines are the main cost now. Outright power is about equal now but aero is where all the thinking is going now.
I'd say that alone would be off putting to any new entrants. All the top men have already been taken by sounds of it. This then is the F1 problem where the machine becomes more important than the man. I reckon we are almost at that point now in MotoGP, where even the best rider can't make that difference anymore.
