Ok, this took a bit of research. The context is a new bill which gives domesticated animals rights as living beings. Obviously this should be a good thing, but some groups, like hunters, were totally against it because it makes leaving animals like dogs unattended illegal and sacrificing them when they are too old to hunt will attract a prison sentence. So let's just say that there is a lot of opposition from certain groups. One of the articles of the civil code has been reworded so that what used to be a general clause about the punishment for zoophilia is now a specific clause for the prison sentence for causing injury by bestiality. If you just read that article, comparing the new with the old, it looks like the crime of zoophilia without causing injuries has been removed but it hasn't, it's just now part of the new text. The Spanish version of the news you posted is difficult to find, it's only on nut job fake news sites. You really need to apply some filters on your news feeds!

So you can't go to Spain on a dog bumming holiday? Missed a trick there I reckon. Spain could have bolstered it's tourist trade.
